After the fall of Tsarism in Russia in 02.1917 and the Bolshevik coup in 11.1917, Vinnytsia came under the control of the Ukrainian People's Republic UPR, a country that declared independence on 19.01.1918. On 09.02.1918, the UPR became a party to the Treaty of Brest–Litovsk, under which the Central Powers fighting in World War I — i.e. the German Empire and the Austro–Hungarian Empire — recognized the independence of the Ukrainian state, and in secret annexes ceded the Chełm region with the city of Chełm and part of Podlasye to the UPR, and Austria–Hungary undertook to separate Eastern Galicia together with Lviv and Przemyśl as a separate, autonomous crown country in the monarchy (which due to the exclusion of Poles from the talks, became the cause of the Polish–Ukrainian war). At the same time, the Central Powers undertook to provide military assistance to the Ukrainian People's Republic in exchange for one million tons of grain. After the separatist Second Treaty of Brest–Litovsk of 03.03.1918 between Bolshevik Russia and Germany and Austria–Hungary, the troops of the Central Powers entered the area managed by the UPR. This led to a coup d'état — supported by Germany — as a result of which the former Tsar's adjutant, Pavlo Skoropadsky, took power in eastern Ukraine and announced the establishment of the Ukrainian State (Hetmanate). After the defeat of the Central Powers in World War I, Symon Petlura and Volodymyr Vynnychenko carried out a military coup on 14.12.1918 and announced the return of the Ukrainian People's Republic UPR, later called the Directory.
