On November 4, 1946, a policeman from the Polish militia MO in Zabłocie, S. Panasiuk, informed 141st Border Security WOP Watchtower that two armed men were hiding in Kolonia Zabłocie. In fact in was a 20‑strong unit of UPA's 'Volodya' sotnya, that after a fight with WOP soldiers withdrew from WOP in the direction of Leniuszek. This event was assessed in the report of the WOP Headquarters as a deliberate attempt by a policeman to lure a WOP unit into an ambush. And it was discovered that almost all members of the militia MO station in Zabłocie were in fact members of UPA. In addition „all intelligence cells of the army and security services were well informed that Zabłocie and the entire commune of that time were the mainstay and base for most of the units of 'Volodya'”.
Secret meetings of Ukrainian Security Services SKW and UPA members were held in houses on the outskirts of the settlement. In addition to a certain number of militiamen accused of belonging to the UPA, this organization sometimes managed to recruit Polish Security Forces PUBP employees in Biała, as was the case with a certain Skawiński. During attacks on municipal offices, UPA units obtained funds needed to purchase weapons, food, medical supplies, as well as office supplies and — perhaps one of the most important — forms of documents and stamps, which was useful for legalizing unit members. At the same time, files were destroyed, including censuses of the Ukrainian population, which were drawn up in order to organize the deportations more efficiently.
